     The association invites applications on prescribed form for Combined Entrance Test for admission to Post Graduate Medical Degree/Diploma courses for the session 2008-09 in Katihar Medical College, Katihar and Mata Gujri Memorial Medical College & L.S.K Hospital Kishanganj, Bihar in the following Post Graduate Medical Degree/Diploma course’s): 
  •  Katihar Medical College, Katihar- in the subjects of General Medicine, Paediatrics, Orthopaedics, Anaesthesiology, Obstertics & Gynaecology, Pathology, Community Medicine, Pharmacology, Microbiology, Biochemistry, Physiology, Dermatology, Venereology & Leprosy, and Anatomy.
  • Mata Gujri Memorial Medical College & L.S.K. Hospital Kishanganj- in the subjects of General Medicine, General Surgery, Paediatrics, Orthopaedics, Dermatoloty, Venereology and Leprosy, Microbiology, Biochemistry, Obstetrics & Gynaecology, Anaesthesiology and ENT. 
The M.C.I. and Ministry of Health & Family Welfare, Government of India has issued necessary Letter of Intent/Pemission to start these courses.

             ELIGIBILITY: The candidate shall possess recognized MBBS degree or equivalent qualifications and should have obtained permanent registration with the Medical Council of India or any of the State Medical Councils or should obtain the same within one month from the date of his admission failing which the admission of the candidate shall be cancelled. In the case of a foreign national, the Medical Council of India may on  payment of  the prescribed fee for registration, grant  temporary registration for the duration of the postgraduate training restricted to the medical college/institution to which he is admitted for the time being exclusively for postgraduate studies. Temporary registration to such foreign national shall be subject to the condition that such a person is duly registered as medical practitioner in his own country from which he has obtained his basic medical qualification that his degree is recongised by the corresponding medical council or the concerned authority.
            Application forms and other particulars may be obtained by post through a Bank Draft of Rs. 1550/- in favour of “Private Medical Colleges Association, Bihar” payable at “Patna” or on payment of Rs. 1500/- in cash at the sale counters of the Association at Patna, Katihar Medical Colleges, Katihar and Mata Gujri Memorial Medical College & L.S.K. Hospital Kishanganj, Bihar     
          POST GRADUATE MEDICAL ENTRANCE TEST (PGMET)-2009
BROCHURE
In accordance with directives issued by the Medical Council of India the Post Graduate Medical Entrance Test for admission in Post Graduate Medical Courses in Private Medical Colleges of the State of Bihar is being conducted by Private Medical Colleges Association, Bihar, pursuant to the direction of the apex court in the case of P.A. Inamdar case 2005(6) S.C.C. 537. 
1.         ADMISSION TEST :
            Nominations for admission in various post graduate degree and diploma courses shall be made according to merit-cum-choice on the basis of Competitive Test as provided in the Brochure.
 2.         DURATION OF COURSES :
        Duration of Degree courses shall be of three years and duration of diploma courses shall be of two years.

4.         QUALIFICATION & ELIGIBILITY FOR APPEARING AT PGMET-2009 :
  4.1.      EDUCATIONAL :
Eligibility: The candidate shall possess recognized MBBS degree or equivalent qualifications and should have obtained permanent registration with the Medical Council of India or any of the State Medical Councils or should obtain the same within one month from the date of his admission failing which the admission of the candidate shall be cancelled. 4.2.      AGE LIMIT :
There is no age limit for appearing at PGMET-2008. (Vide the directive of Honโ€™ble High Court, Patna in CWJC Nos. 3309/2000 and 3341/2000).
 4.3.      NO OBJECTION CERTIFICATE :
A candidate who is in employment either in Government or elsewhere will be allowed to appear at the test only if he/she produces a certificate of โ€œ no objectionโ€ from his/her employer with the condition that if selected he/she will be granted study leave to pursue the course or else he/she has to resign from his/her service and should produce the letter of acceptance of the resignation letter at the time of counseling, However a candidate who is an employee of Katihar Medical College, Katihar & Mata Gujri Memorial Medical College & L.S.K. Hospital, Kishanganj shall be issued admit card provisionally in the absence of such โ€œ no objectionโ€ certifi
cate. But on selection, he will have to produce release order from his/her controlling officer. Otherwise, he shall furnish an undertaking/ affidavit that in case he is selected he shall resign from the service and shall undertake the studies as a full time student. Such affidavit/ undertaking is to be filed along-with the application form. The release order by the employer shall be submitted on the date of counseling.
5.         EXAMINATION :
(i)                The medium of Test will be English.
(ii)               There will be a common entrance Test for all the courses consisting of two portions :
(I) Pre/Para-clinical and (II) clinical.
(iii)              The examination shall be of M.B.B.S. standard and shall cover all the subjects of M.B.B.S. Course.
(iv)              There may be more than one set of question paper wherein questions remaining the same, their serial 
                    numbers may vary.
(v)                The examination will be of only one paper consisting of questions in two portions as follows. The             
                    duration will be of 3 hours and 15 minutes. In pre and para clinical subjects there will be a total of 100 
                    questions and in clinical subjects there will be a total of 150 questions.

Each question shall be of four marks, which will be awarded for each correct answer. One mark will be deducted from the total marks obtained, for each incorrect answer. No marks will be given or deducted for questions not answered. More than one answer indicated against a question will be deemed as incorrect answer and one mark will be deducted for every such question.
6.         MERIT LIST :
(i)     Merit list of all the candidates who appear at the PGMET-2008 will be prepared on the basis  of the total marks  obtained in the competitive test.
         (ii)   In case two or more candidates obtain equal total marks in PGMET-2008, the inter se merit of  such candidates shall be determined as under :-
                    (a)    Candidate obtaining higher marks in portion-I of the Entrance Examination will rank above.
                          Even after this if it is indecisive, then,
(b)    Candidate obtaining higher marks in final M.B.B.S. (Part-II) Examination shall rank above. In case of     any       failure, average marks will be taken into consideration for the particular subject. If still indecisive, then,
(c)    Number of attempts taken to clear final M.B.B.S.(Part-II) examination.
(d)    Older in age will rank above the younger.
7.         COUNSELLING / INTERVIEW :
(i)                  The candidates in order of merit will be called for Counselling/Interview and for verification of original documents and identity by personal appearance. The counselling will be performed and the placement will be done on merit-cum-choice basis. No change in the choice will be allowed later on. The candidates coming late during counselling may be considered but placement will be done only on the existing vacancy at the time.
(ii)                Dates and venue of counselling/Interview by personal appearance will be notified on the notice Board of the PMCA office. The same will also be available on PMCA website โ€œwww.privatemedicalcolleges.orgโ€.
(iii)               The candidates should bring their Admit Card, Call letter and other related documents including rotatory internship completion certificate and other certificates, all in original, in support of their eligibility.
(iv)              A candidate will be asked to exercise his/her option for the Course from among those available at his/her merit serial after his/her original certificates/documents and identity are duly verified. Thereafter necessary order will be issued the same day of the counselling for allotment of the Course on merit-cum-choice basis as opted by him provided he/she has been found eligible in all respects.
(v)                A candidate will have to join the course within one week after the date of allotment of Course failing, which his/her candidature may be cancelled.
(vi)              The candidates belonging to General category have to secure at least 50% marks and candidates belonging to SC, ST, EBC & OBC category at least 40% marks in the competitive test of PGMET-2008, in order to fulfill the minimum performance criterion as fixed by the Medical Council of India, to be eligible for ad
mission in any Post Graduation course. No weightage will be given for rural or any other services. Only the marks obtained in the test will be taken into consideration.
(vii)             No candidate will be permitted to pursue and complete more than one course from the same examination (PGMET) and in the same session.
(viii)           No candidate will be enrolled for two courses simultaneously i.e., as a regular student for one course and as an ex-student for the other course.
(ix)              A candidate who has passed a Post Graduate degree course will not be permitted admission in diploma course of the same subject.
(x)                If a candidate has been admitted in a P.G Degree/Diploma course in any speciality on the basis of an earlier P.G Medical Entrance Test, then he/she may be allowed to appear at the current P.G Medical Entrance Test and also in the counselling based on the same, but will not be eligible for admission in a P.G Degree/Diploma course of another speciality unless :-
(a)    He/she resigns and vacates the seat of P.G Degree/Diploma course against which he/she has been admitted earlier, within seven days of receiving of the admission order on the basis of current P.G.  Medical Admission Test,
(b)    He/she returns all the pecuniary benefits taken thereof for the earlier course and
(c)    He/she is liable to pay compensation for leaving the earlier course if the final decision regarding the same is made by the appropriate authority before the commencement of the counselling based on the current P.G. Medical Entrance Test.
8.         TRAINING :
(i)                  All the candidates called for counselling/interview, if selected, shall have to be registered with Bihar Council of Medical Registration/Medical Council of India within one month from the date of the admission in P.G. Course and will also have to be registered by the University concerned within the prescribed period by that University. The registered candidates will undergo whole-time training for 3 years/2 years for degree and diploma course, respectively, from the date of their admission.
(ii)                The compulsory Rotatory Internship must be from a Hospital/Institution approved and recognised by the Medical Council of India.
(iii)               No admission or readjustment will be done after the last date of admission as fixed in compliance with the requirement of Medical Council of India. Thereafter, the seats remaining vacant, if any, shall be treated to have lapsed. No transfer/migration will be permissible after admission.
(iv)              An admitted candidate on the basis of the counselling of PGMET-2008, shall automatically forfeit his claim to continue in the previous P.G. Course for which he/she was originally registered. His name registered for that P.G. Course will be cancelled and upon his/her admission to the new P.G. Course on the basis of PGMET-2008, he will have to get registered with the university concerned for that P.G Course only and he has to refund the entire amount of stipend already paid to him for the previous P.G. Course to the previous Institution and a certificate to this effect is to be produced at the time of admission to the new Course, allowed to him.
(v)                Name of the scholar who remains absent continuously for more than two month may be deleted from the rolls of the college.
9.         SCHEDULE OF EXAMINATION :

            (ii)        In the event of any emergency, the PMCA may shift the scheduled dates.
  
10.      PROCUREMENT OF APPLICATION FORM & BROCHURE AND EXAMINATION FEE: 
(a)      Application form and prospectus can be obtained from any one of the following sale counter
  1.  Private Medical Colleges Association, Bihar, Samanpura, Raja Bazar, Bailey Road, Patna-800 014.
  2. Katihar Medical College, Katihar-854 105.
  3.  Mata Gujri Memorial Medical College & L.S.K. Hospital, Kishanganj-855 107
on submission of an account payee Bank Draft of Rs. 1550/- (Rupees One Thausand Five Hundred fifty) only in favour of โ€œPrivate Medical Colleges Association, Biharโ€, payable at Patna or on payment of Rs. 1500/- in cash at any of the above  places.
(b)        The cost of Application form includes Examination fee, which is not refundable under any circumstance.
11.       EXAMINATION CENTRE :
(i)                  Center of Examination for PGMET-2007 for each eligible candidate will be at Patna, exact location of examination center and other details shall be available with admit card.
12.     GENERAL INSTRUCTIONS :  
i Admit card bearing the name of the center and Roll no. will be issued/dispatched well before the date of Examination. Each candidate must check all the information and entries in his/her Admit Card as soon as he/she receives it. If he/she finds any error therein, he/she must personally contact the PMCA office, at least three days before the examination and get the error duly corrected, no correction in the Admit Card will be made thereafter and the candidate himself  will be responsible for any error remaining uncorrected.
ii Anyone who does not receive the Admit Card may personally contact the office of the PMCA at Patna not more than 3 days before the commencement of the Examination if he/she is eligible for the Examination and has sent the application form for PGMET-2009 as per details given in this prospectus.
iii No intimation will be sent to the applicant whose candidature for the test has been rejected
iv Candidate adopting unfair means in the test shall be liable for legal action under existing laws 
v Each examinee is required to reproduce, in his/ her own handwriting, the text as printed on his/her OMR answer Sheet and put his/her full signature in English and Hindi at specified spaces on it. In case he/she fails to do so, his/her candidature will be rejected.
vi In the event of loss of Admit Card duplicate Admit Card will be issued on production of Bank Draft of Rs. 50/- in the name of Private Medical college Association Bihar, payable at Patna in addition to previous money receipt submitted for the present application
vii Submission of incorrect/false documents and adoption of unfair means/impersonation, if detected at any stage of PGMET-2009, even before or after the publication of the results and/or after the admission at any later stage shall automatically led to rejection/cancellation of the candidature of the applicant for admission.
viii Successful candidate will have to appear in person at his/her own cost for scrutiny and verification of the original documents, his/her identity and for Interview/Counselling on the scheduled date and time, failing which his/her candidatures will be rejected. It is to be noted that only one Interview/counselling shall be conducted.
ix Appearance in person for scrutiny of original certificates/documents during Interview/Counselling does not entitle a candidate for admission.
x If, by mistake, a candidate is allowed to appear at the Examination which, otherwise, would not have been possible and the error is detected subswquently at any stage before or after the admission, he/she will lose all claim. right of admission even if he/she competes successfully. In case of any legal dspute arising out of the situation, the candidate will not admitted till the final disposal of the case.
xi If a candidate needs any special information in addition to what has been provided in this prospectus regarding any course, he/she should contact the Institution directly or PMCA office. 
xii Information regarding any subsequent modification/alteration/addition/deleti
on made in the provisions of the brochure will be given to the candidates during the counselling or earlier as far as possible.
xiii In all matters relating to PGMET, the decision of the PMCA will be final and PMCA will have the power to alter the date of Examination in case of an emergency or unforeseen cirumstances.
xiv A  candidate on being finally selected must join the course within one week, otherwise the candidate will forfeit his/her claim for admission.
xv If in service, the candidate shall have to resign from sevice or obtrain leave for the whole period of sutudy and get himself/herself relieved for the total contemplated period of study before joining the course.
xvi The PMCA reserves the right not to take any admission in any subject or in any course and to make any additional/delectation in the courses as and when required. 
xvii Instructions to examinees through advertisement/call letter/general notice will form part of this prospectus.
xviii Any printing or typographical error during publication or preparation of results will  not entitle the candidate for admission.
xix Those who do not turn up for Counselling/Interview and the verification of documents in person on the notified date shall forfeit their claims for admission. 
xx There is no provision for re-evaluation of answer sheet or re-totaling of marks.
xxi After the declaration of the closure of admission process, the remaining vacant seats in any course will not be filled up.
xxii PMCA reserves the right to change/modify/add/delete any rule/information included in the Brochure/application Form – Set for PGMET – 2009
FEE STRUCTURE: 
(i)    The annual fee for MD/MS Degree courses in General Medicine, Paediatrics, Dermatology, Venereology and Leprosy, General Surgery, Orthopaedics, Anaesthesiology, Obstetrics & Gynaecology, ENT and Pathology, is Rs. 5,50,000/- (Rupees five lakh fifty thousand)  payable annually at the beginning of the academic year.
 (ii)  The annual fee for MD Degree course in Anatomy, Physiology, Biochemistry, Pharmacology, Microbiology and Community Medicine is Rs. 3,50,000/- (Rupees three lakh fifty thousand) payable annually at the beginning of the academic year.
 (iii)  The annual fee for Diploma courses is Rs. 3,50,000/- (Rupees three lakh fifty thousand) payable annually at the beginning of      the academic year.
The above stated fee structure is subject to the approval of the Fee Fixation Committee Constituted by the State Government.
HOSTEL: The rent for hostel accommodation is Rs. 40,000/- (Rupees forty thousand) adn Rs. 30,000/- (rupees thirty thousand) per annum depending on the type of accommodation. Candidates shall be intimated of the type of hostel accommodation available at the time of counselling. 
  ACADEMIC SCHEDULE
  • The duration of Post Graduate Degree Courses in 3 years and Post Graduate Diploma Courses is 2 years.
  • Each Degree candidate has to submit a thesis before 6 month of final examination on the basis of a synopsis to be submitted within a stipulated period after admission and to be approved by the proper authority.
  • Final examination for Degree courses will be at the end of 6th term, i.e., before completion of 3 years after admission.
  • Final examination for diploma course will be at the end of 4th term, i.e., before completion of 2 years  after admission
