THERE may be 1 or at the most 2 seats (depending upon rotation ) would be allotted for service MBC . so if all the first 12 MBC service candidates take seats other than Derm there s a possibility.

u can put waiting list for ddvl in first counselling but chance for moving of waiting list is remote and it depends upon the number of candidates in WL for DDVL above u
