General TNPSC 2009 : 10 A 1 : Special TNPSC : FAQ Part 2/4

.Before Reading this, do read General TNPSC 2009 : 10 A 1 : Special TNPSC : FAQ Part 1/4

Category 2 : I have been appointed under 10 A 1, I have not yet written the Special TNPSC in Nov 2009. (Those appointed After Feb 2009 may come under this category)

Question 2.1 : What will happen if I get selected by General TNPSC 2009 (Theory Conducted in Feb 2009 and Interview in Aug 2010)
You will get the seniority of General TNPSC 2009 which will place you far ahead of those selected by Special TNPSC 2009 and the next TNPSC which your counterparts are likely to write and get selected

This exam is a chance for you to go ahead of those who have already written the special TNPSC in Nov 2009

Question 2.1.1 : Will my services be regularized
Yes. Your services will be regularized from the date of joining under 10 A 1. Yes. No doubt about it

Question 2.1.2 : Some people are saying that if I am appointed under 10 A 1, I have to only get selected by Special TNPSC
No. That is Wrong

Question 2.1.3 : Why are they saying like that
There could be two Reasons. One is that they are ignorant of the law. The second is that they are aware of the law, but want you to skip this exam so that you loose your seniority and thus they (or their relatives or friends) are benefited.

Question 2.1.4 : Is special TNPSC not at all required for those who are appointed under 10 A 1
If the candidate, selected under 10 A 1 is able to get selected by a General TNPSC before the Special TNPSC, he gets appointed using the Merit List of that General TNPSC and hence, becomes senior and he is not required to appear for the Special TNPSC
Special TNPSC is only for those who are not able to get selected in the General TNPSC.

Question 2.1.5 : Is there any proof for this
Check the appointment orders issued to those who were already appointed under 10 A 1 but subsequently got selected in General TNPSC 2005 Waiting List

Question 2.2 : What will happen if I don’t get selected by General TNPSC 2009 (Theory Conducted in Feb 2009 and Interview in Aug 2010)
You have to wait for the next General TNPSC or Special TNPSC.

However, if you are not getting selected in General TNPSC 2009, you will be placed below those selected by Special TNPSC 2009 in CML, where as those selected by General TNPSC 2009 will be on the top

Question 2.2.1 : Will my services be regularized
Yes. Your services will be regularized from the date of joining under 10 A 1. Yes. No doubt about it

Question 2.2.2 : Does it mean that there is no difference as far as date of regularization of services whether I get selected by General TNPSC or not
Yes. There will be no differences in the date of regularization

Question 2.2.3 : Then what is the advantage of getting selected by General TNPSC
If you get selected in General TNPSC, You move up in the CML Seniority. You will be promoted as Senior Civil Surgeon, JDHS or Dean earlier that your counterpart who could not clear General TNPSC, but got selected by Special TNPSC

Question 2.2.4 : But what is the advantage of joining as 10 A 1 instead of waiting for Regular TNPSC.
After clearing General or Special TNPSC, 10 A 1 period is taken into account for PG Eligibility. So one who joins under 10 A 1 can appear as a service candidate much earlier

    what is rule 4E regarding seniority / is it possible to get seniority from date of joining for 10A1 doctors ??? ( our TNGDA officials – madurai saying it is possible)

      That is only for those who join directly
      That is not for 10 A 1 Candidation

      Unless you had absconded from service inbetween, whether you have been selected by General TNPSC or Special TNPSC, your service will count from your date of joining under 10 A 1 in Regular Time Scale of Pay

      For those who have joined in Consolidated pay, the service will count from the date you came under time scale of pay

    thank u sir for ur reply.sir i saw the complete GEN TNPSC FEB 15 results there is not a single fc candidates.among 1498 candidates for 1173 members result was published in that about 100 members results withheld. i belong to mbc.out of total 420 mbc’s i am in 202 position.my qus is how they r applying reservation rule.can i get posting.

    SIR, I AM WORKING AS A 10 A1 CANDIDATE FROM 28-11-2008.I HAVE CLEARED THEORY OF SPECIAL TNPSC 2009 AWAITING ORAL TEST. NOW ON 22-09-2010 I HAVE BEEN ISSUED A NEW POSTING ORDER BY DPH, UNDER GENERAL TNPSC 2003=2004 RESERVE LIST IN THE SAME STATION WHERE I WAS WORKING UNDER 10A1.

    DOUBT; 1.WILL MY 10A1 PERIOD TAKEN IN TO ACCOUNT AND ALLOWED AS SERVICE CANDIDATE FOR TNPGEE THIS YEAR.

      There is a precedence. Government has already issued clear orders for such situations. They will follow the old orders

    Sir, tnpsc 2009 selection list have been released. my mark is 237(written 207 and oral 30) i am under OBCM but those who got 237 are in waiting list under same category my register number is not there. may i know the reason and shall i claim for a position?
    another question : in 2009 tnpsc advertisement, 756 vacancies r there.. they called only 468 provisionally selected and around 180 under reserve list include all categories. wat about remaining vacancies?
    most of the persons in provisionaly selected r doing pg. if they wont join, vacancies will be more.. then reserve list wil not be enough to fill vacancies. if that may be the case wil tnpsc call remaining doctors r they conduct another tnpsc… plz reply as soon as possible….

      TNPSC result of Assistant surgeon (General) 2005-2009 published on 29-09-2010.
      i got 237 marks (written -207 oral-30).my category is other than BC muslims (general)

      In waiting list of other than BC muslims (general) reg no : 00101176, reg no : 01001002 reg no 01901007 reg no 01901139(waiting list 35-39)
      reg no :00102046(WL 47) all got the same mark of my category.. but my register no is no there… and WL 40-46 are also having same mark but OBCM F

      Q1.we all got the same mark but my register number is not included in waiting list. Reason?//

      Did you check the withheld list
      Did you give all the certificates
      Was any certificates pending (for example, the two conduct certificates)

    Dear Sir,
    I am in service under 10A1 on October 2008 till date in the same station. I was allotted the same station in the regular TNPSC 2005 waiting list counselling held last month.
    Now my office people are saying that if I joined under this, then I will be considered to have joined service as a fresh appointment from this date only and my previous service will not be counted. Also, I won’t be eligible to apply for TNPGEE 2011 as my service would only be 2 months.
    I showed them the clarifications given in this website but they are not willing to accept it. They have asked me to bring the G.O. in support of my claim.
    So please post the concerned G.O. in this website or e-mail it to my ID as early as possible as the last date expires within 2 days.

    Sir, I joined as Assistant Surgeon in the 10A1 category on 11.11.2009.Due to fracture in my foot,I applied medical leave for a month from 01.12.10 and extended it upto 21.01.2011.I shall join duty on 22.01.2011.I am yet to write the TNPSC exam(special).If I write the TNPSC exam during this year 2011 and get selected, whether my leave period will be taken as continuous service for all purposes.

        By all purposes I mean, 1) To write TNPGE in 2012 by which period I shall complete 2 years, which stipulates 2 years continuous service for eligibility 2) For regularization and other like benefits

          As it is I am not eligible for any leave other than casual leave. Whether my taking leave will interrupt my service.

          • Any one who joins in Time Scale of Pay is eligible for

            1. CL – Casual Leave
            2. COL – Compensatory Leave
            3. RH – Restricted Holiday
            4. PL -Permission Leave
            5. W/O – Week Off

          Each and everything is different

          1. For TNPG 2012, you need to have worked for 2 years and also got selected by TNPSC
          If you have worked for a period of two years (excluding your leave) you are eligible for TNPG 2012

          2. After you have cleared TNPSC, your services will be regularised from 11.11.2009 and probationary period starts from 11.11.2009

          If you had not applied for any ‘Leave Under FR’, then your probation period would have completed by 10.11.2011
          Since you have applied for 1 month 21 days leave, your probationary period gets extended and completed by 1st Jan 2012 only

          So there should be no issues in writing TNPG 2012

          Leave Under FR means
          1. Earned Leave on Medical Grounds – EL/MC
          2. Earned Leave not on Medical Grounds
          3. Un Earned Leave on Medical Grounds – This is what is commonly referred to as Medical Leave
          4. Un Earned Leave not on Medical Grounds – Which is Loss of Pay

          Leave not under FR
          1. CL – Casual Leave
          2. COL – Compensatory Leave
          3. RH – Restricted Holiday
          4. PL -Permission Leave
          5. W/O – Week Off

    I am appointed in Govt., service in 10(A)1 cadre & I am in service since November 2009.
    I have been permitted to avail CL , COL,RH,PL & weekly Off in my previous station of work. I am now transferred to another station and here the MO raises a doubt whether I am eligible for COL,RH & PL. Can you kindly quote the relevant circular in this regard and possibly with a copy of the circular please.

(since in all india application they ask if ur employed or not )next doubt is suppose i get a pg in all india or tnpg will dd of concerned district will give my certificates to attend the counselling
