Date of Joining is not the ONLY criteria for seniority. In fact, it is the least important Criteria
The most important criteria is the exam in which you get selected
Next Comes your Marks and Community / Sex
Only after this comes the importance of date of joining

General TNPSC always supercedes Special TNPSC
For example, those appointed on temporary basis in 2004, 2005, 2006 Jan and Feb and selected by Special TNPSC 2007 are juniors to those selected by General TNPSC 2005 and appointed in June 2006
Those appointed on temporary basis till Feb 2009 and later regularised by Special TNPSC 2009 are junior to those selected by General TNPSC 2009, even though those selected by General TNPSC joined much later
But, the question here is “Does MRB recruitment have the same power as that of General TNPSC”
Now, ONLY IF MRB is given the status of General TNPSC, those selected by MRB can become seniors and they need not write another exam. In that case, those who are now in service, should have written MRB so that they have a chance to become seniors
If MRB is not given the status of General TNPSC, then those selected by Special TNPSC 2013 will be seniors. They need not write MRB as it is only for temporary appointment and they are already in temporary appointment

PREFACE (of the CML)
The Tamil Nadu CIVIL MEDICAL LIST was first prepared in 1894. In the initial stage this was published quarterly. Subsequently, this was made a Half Yearly publication, and gradually it has been made a biennial publication, due to vast expansion of the Medical Department during the past several decades.
The CIVIL MEDICAL LIST is the vital record which helps the administration to assess the seniority and other service particulars of Government Doctors in various categories.
The CIVIL MEDICAL LIST containing various information in respect of the Medical Officers is published by the Director of Medical and Rural Health Services who is the Unit Officer for the cadre maintenance of various categories as a whole in the state of Tamil Nadu.
Enormous effects have been put to collect the required particulars and compile the present CIVIL MEDICAL LIST as on 01/10/2009 comprising of the Medical Personnel working under all the Directorates in Health and Family Welfare
Department by the Director of Medical and Rural Health Services, with the co-operation extended by the Director of Medical Education, Director of Public Health and Preventive Medicine and Director of Medical and Rural Health Services
(ESI) etc. However the scope for any omission due to non-receipt of required particulars etc cannot be ruled out. Such omissions may kindly be brought to the notice of DIRECTOR OF MEDICAL AND RURAL HEALTH SERVICES, 256-258, ANNA SALAI, CHENNAI-600 006 on or before 31/01/2010, so as to enable us to publish corrected CIVIL MEDICAL LIST as on 01/01/2010.

I also thank the Director of Medical Education, Director of Public Health and Preventive Medicine and Director of Medical and Rural Health Services (ESI) for the valuable help and co-operation extended by them in bringing out this publication.
