More doubts about 10 A 1 and TNPSC and clarifications at www.targetpg.net

In response to our previous post Doubts about 10 A 1 Counselling and General TNPSC Clarified at www.targetpg.net we have got the following questions

sir,
thank you for those explanations.

a few more doubts ..

if a 10 a 1 candidate passes this general tnpsc, will he be regularised on the basis of that ? (some say he has to pass the special regularising exam that is likely to be held after 1 to 2 years)

even if he is not regularised on the basis of this GENERAL TNPSC , can he switch over to tnpsc from 10 a 1 after passing this exam… is it easy to do so ? will he be posted in the same phc in such a case , under tnpsc ?

the seniority for pg eligibility appears to be from the date of joining. but the seniority considerations for promotion seem to be from the date of regularisation…. is it so ?

after regularisation , will a 10 a 1 candidate be considered equal to a tnpsc candidate.
i raise this doubt because some say, there will always be a bias against 10 a 1 candidates even after regularisation during counsellings for transfers… they say the first question they ask during such counselling is “are you a 10 a 1 canddidate or tnpsc canidate ?” does this bias really exist (please give your frank opinion on this sir)

I have said this very clearly, in the last mail (Doubts about 10 A 1 Counselling and General TNPSC Clarified at www.targetpg.net) itself

If a candidate appointed under 10 A 1, gets selected by the next TNPSC he will be considered based on that (his rank in the General TNPSC)

If a candidate appointed under 10 A 1, is selected from the waitlist of the previous TNPSC, he will be considered based on that (his rank in the General TNPSC)

Only if a candidate appointed under 10 A 1 is not selected by a General TNPSC, he needs to pass a special TNPSC and his seniority will be based on those marks

He can retain the same place if he gets selected in the main list or waiting list of any TNPSC. Many people who joined under 10 A 1 in 2007 retained thier place when their waitlist of TNPSC 2005 moved

Date of Joining is not related to promotions. As far as medical officers, Promotions are based on your TNPSC Seniority which is based on the MARKS you get in General TNPSC or Special TNPSC. Please get this concept very clear. 

As far as the date for PG Eligibility, it varies from year to year and there is no fixed policy

This question is WRONG.
Only after getting selected by General TNPSC or Passing a Special TNPSC, the services are regularised
So “after regularisation” there is only one group of candidate –> TNPSC Selected.

Till the candidates appointed under 10 A 1 or appointed under relaxation of 10 A 1 or appointed under contract basis are getting selected by TNPSC, they are treated seperately. A candidate who has been selected through TNPSC will be given more preference than a candidate appointed through 10 A 1

Once they get selected by TNPSC, the seniority is based on the marks obtained and the 10 A 1 or contract etc has no value

Is this clear

The Order of Preference is
  1. TNPSC
  2. 10 A 1
  3. Relaxation under 10 A 1
  4. Contract
Between two TNPSC Candidates, the one who got selected in the earlier TNPSC gets more preference
  1. For example, one who got selected in TNPSC 2003 will have more preference than one who got selected in TNPSC 2005
  2. For example, one who got selected in TNPSC 2005 will have more preference than one who got selected in Special TNPSC 2007
  3. For example, one who got selected in Special TNPSC 2007 will have more preference than one who got selected in TNPSC 2009
If they are selected by the same TNPSC,
  • Preference (for promotion and counselling) will be based on the Seniority number, which is based on the mark (and NOT on the date of joining)
For those appointed Under 10 A 1, 
  • Preference (for counselling) is based on the date of joining
For those appointed Under Relaxation of 10 A 1, 
  • Preference (for counselling) is based on the date of joining
For those appointed Contract, 
  • Preference (for counselling) is based on the date of joining
Until the candidate has been selected by General TNPSC or passed a special TNPSC, the question of promotion does not arise

    dear dr.bruno,
    thanks for ur kind advice. i have joined service.i have few doubts about that now.i have been posted for mobile unit.
    since i am in mobile unit will i be eligible for special tnpsc.
    few of my friends in mobile unit already told me that their previous arrears were not settled while their counterparts {other than mobile unit} have recieved their arrears two months back itself.
    there r few rumours that medical officers in mobile unit will not be made permanent and will not recieve any pay hike after sixth pay commission report.please give ur opinion…

    Can you tell which arrears you are referring to

    the arrears i am refering to is the pongal bonus{one month salary}given to doctors other than mobile medical officers joined before jan 2009.

    Pongal Bonus is Rs 1000.

    That will be given in 2009 Jan, if you have worked in Government Service from Jan 2007 to Jan 2008 (I don’t know the logic for this rule)
